Philippines: Catholic Church asks Aquino to drop contraceptives program

In their first collective statement since the Aquino administration assumed office, the leaders of the Catholic Church called on President Benigno “Noynoy” Aquino III to drop government programs that promote artificial contraceptives as a means of family planning.
The Catholic Bishops’ Conference of the Philippines (CBCP) issued the statement Monday after it concluded a two-day plenary assembly over the weekend at the Pope Pius XII Catholic Center in Manila.

“We bishops from all over the country call on President Aquino to listen to the call of the Philippine Church that the former program of the government to promote a contraceptive mentality through education and
medical practices
is immoral and will not bring about a people that is God-fearing, holding on to the sacredness of sexuality, life and the family,” the bishops said through CBCP president, Tandag Bishop Nereo Odchimar who issued the one-page statement.

“With the new government, we bishops join the Filipino people in the hope that there will be changes that will truly bring good governance to the country,” they added.

During the last Congress, the CBCP succeeded in derailing the passage of the so-called
reproductive health
bill, which proponents say would strengthen programs to promote maternal and child health and responsible parenthood.

But the Catholic Church hierarchy opposed the bill for promoting artificial contraceptives along with “natural” methods, as well as for mandating
sex education
from Grade 5 up to high school.

In their statement, the bishops said “there are no changes in the stand of the Church” about the reproductive health bill and the sex education modules being pilot-tested in selected elementary and high schools.

“The Church is always concerned with the poor and the many Church institutions and groups that help the poor bear this out,” they said.

“Poverty cannot be solved by promoting contraceptive education and programs. Education does not merely deal with knowledge and skills; rather it must promote values that are inherent to us as Filipinos. Parents have the primary right to educate their children and sex education is properly to be done in the family,” they went on.

Opinion:
As a student I dont agree that contraceptives will be implemented because it is not the answer to lessen the population and to stop poverty. Dont they think that if ever it will be implemented more teenagers will engage to that kind of doing. And as a Roman Chatolic, Jesus said "go to the world and multiply".

Students, teachers oppose 2 more years of basic education

MANILA, Philippines - Two legislators are urging the Department of Education (DepEd) to rethink its proposal to add 2 years to basic education as it may only lead to more children out of school. House Deputy Speaker Maria Isabelle Climaco and Maguindanao Rep. Simeon Datumanong issued their call after consulting high school teachers and students in Zamboanga City last Friday (August 13).

In a statement, Climaco said majority of students and teachers they consulted opposed the additional 2 years "due to added expenses" for the family.

Teachers said the government should instead address the lack of teachers and poor infrastructure rather than add 2 years to basic elementary and high school education.

"Overcrowded classrooms lead to poor learning. As a teacher, I call on DepEd to seriously study the proposal. I further recommend intensified teacher training to equip our educators,” said Climaco.

Climaco graduated from Ateneo de Zamboanga University with a degree in secondary
education.
Climaco said the consultations were done in 2 schools--the Regional Science High School and Zamboanga City High School. Some teachers, however, favored the government's plan to add 2 years to basic education, she said.

Datumanong warned the proposal "may result to more youth out of school."

The DepEd believes adding 2 more years to basic education would allow more students to finish high school, making them more employable.

The Aquino government said adding 2 more years is also in line with the length of basic education in other countries".

Opinion:

First and foremost, our basic education first must be improved. Retain 6 years of primary/elementary education, retain 4 years of secondary education.Adding 1 year to primary/elemenatry education then adding another year to secondary education is a waste. The DEPED should reconsider this wasteful idea. Some school classrooms are overcrowded already. Some schools even lack enough classrooms. The DEPED should focus on improving these facilities and the quality of teachers.

The Philippine Hostage Bus Drama - A failed Rescue Attempt

On Aug 23, 2010 a former Filipino police officer had held Hong Kong tourists hostage by hijacking their bus in Manila. Rolando Mendoza fired his M16 rifle at the tourists. a number of hostages have been rescued but 8 have been confirmed dead. Six hostages, including the children and elderly, were freed early, as were the Filipino photographers. The photographers shortly took the place of an aged lady as she needed the lavatory. Mendoza was gunned down by the sniper after almost 12 hours standoff.
Mendoza was removed from the Police Force after extortion and drugs claims. His brother explained that 'his problem was he was unjustly removed from service. There was no due process, no hearing, and no complaint.' Both local government officials and his brother had tried to negotiate with him to release the hostages but failed.
Gunshots were heard inside the bus and Mendoza was shot down. The police rescued the hostages on the bus. The number of survivors totaled seven. Eight were confirmed dead http://hubpages.com/hub/bushotagedrama.

Opinion:
In my own opinion of what happen last august 23, 2010, Hostage Drama is a serious case to any force and it should be given appropriate attention as much as possible. If the hostage crisis involves foreigners and Government officials then it is a case that the Government must come to its attention and do something. It is very obvious that Hijackers would always look for media attention to relay their grievances and demands. One of the reasons why the hijacker started shooting the hostages was the media coverage of the arrest of his brother and relatives who wanted to do the negotiation but was not given permission. They should not arrest his brother because the hostage taker think that his demand is useless. The incharge of hostage taking is wrong to his decision, they should give what the hostage taker wants because the hostage taker wants omly to be back to his work, if those where happen ("sana kung pinagbigyan nila 'yong hiling ni Mendoza hindi sana aabot sa ganon.Pwede nman nila pag.usapan yon kung pinag.bigyan lng siya.Kahiya-hoya tuloy yong mga polis sa palpak nilang trabaho".

Computer Security

Ten Ways to Secure your Computer

1. Always make backups of important information and store in a safe place separate from your computer.

2.Do not run programs from unknown origins. Also, do not send these types of programs to friends and coworkers because they contain funny or amusing stories or jokes. They may contain a Trojans horse waiting to infect a computer.

3. Control CD Burners and External Media - CD/DVD Burners, Flash drives and cell phones make data incredibly portable. So portable that critical company data could walk right out the front door snuggly tucked away on the flash drive of a temp, or in the iPod of an unhappy employee. Just like the Internet, if they don't need it to do their jobs, don't give it to them.

4. Persistent security - Don’t fall into the trap of meticulously securing your running systems, then getting compromised or having sensitive data recovered because you didn’t put any thought into securing the systems slated for disposal. The need for good security practice doesn’t go away when you turn off the computer.

5. Windows File Permissions - The Windows operating system has got permission settings built into it to limit or grant access to people or groups. For example, if you have a folder with files you only want you and your accountant to access, but not Becky the Admin Assistant. Or, perhaps you have performance reviews to which only you should be privy, you can set that up as well.

6. Know your server - Your server is very essential as you basically keep all of your files there, and it will cause your website to run smoothly. Intruders, on the other hand, can add virus or malware into your system, thereby causing damage into your website. If you are running it on your own, you must know your server properly. This way, you can set the right security and permission level for your site.

7. Limit Employee Computer Use - If your employees have unfettered web access from their computers, you're probably inviting trouble if they don't need web access to perform their job duties. Appliances like Untangle can easily block, limit or monitor web activity by each user. For a cheap alternative, check my blog my post from back in January about a free and effective web blocking tool built right into Internet Explorer called Content Advisor.

8. Be Vigilant - Even if the email is from someone you know, if you are not expecting an attachment, don't open it. If the email includes a web link, are you sure you need to click it? If a sales guy shows up and wants to show you files he has on his flash drive, politely decline.

 9. Do not open unknown email attachments. It is simply not enough that you may recognize the address from which it originates because many viruses can spread from a familiar address.

10. Disable hidden file name extensions - By default, the Windows operating system is set to “hide file extensions for known file types”. Disable this option so that file extensions display in Windows. Some file extensions will, by default, continue to remain hidden, but you are more likely to see any unusual file extensions that do not belong.

Case 5

How new technology is rewiring our brains?
Technology use can benefit the brain in some ways, researchers say. Imaging studies show the brains of Internet users become more efficient at finding information. And players of some video games develop better visual acuity.More broadly, cellphones and computers have transformed life. They let people escape their cubicles and work anywhere. They shrink distances and handle countless mundane tasks, freeing up time for more exciting pursuits. For better or worse, the consumption of media, as varied as e-mail and TV, has exploded. In 2008, people consumed three times as much information each day as they did in 1960. And they are constantly shifting their attention. Computer users at work change windows or check e-mail or other programs nearly 37 times an hour, new research shows. The nonstop interactivity is one of the most significant shifts ever in the human environment

Now if you are wondering if you spend an unhealthy amount of time on the Internet, you might want to take a self assessment. No doubt, access to the Internet widens the range of temtations , scientists are finding that people who have a gambling problem also have a problematic internet behavior.Technology is a utility and we depend on it, so of course, it is changing our habits and our brains.

  • The Influence of Technology in our Lives
It seems that almost everyday a new article or study comes out that clues us in to how pervasive the effects of technology and social media are on our lives.  Whether the effects are personal or relational, technology and social media are transforming our lives.  Some of the ways that it transforms our lives can be expected (feeling connected, up to date information, organization, etc.), but other times the effects are ones we don’t expect (anxiety, affairs, jealousy, anger, porn addiction, lack of intimacy, etc.).

  • Changing the Way We Think
Greenfield argues that the visual stimulus we get from screen-based information and entertainment differs so markedly from that available to previous generations that certain areas of the brain, specifically those areas that are older in evolutionary terms and retain the capacity to alter as a result of experience, may be affected in ways that express themselves a changes to personality and behaviour.
It’s an interesting hypothesis, and one that has the virtue of being experimentally testable, unlike many other claims about the effect of modern living on human psychology.

  • How The Internet Affects Your Brain

Like most things, the Internet has its good and its dark side. And, considering the pervasiveness of the Internet in society, it is certainly having an effect on our brains. After all, everything we do affects our brain. Though up until the 1980’s, it was universally believed that the steam engine was the foremost invention of the Industrial Revolution, technology and science historian, Lewis Mumford, had long before proposed that that clock was in fact the key machine of the modern Industrial age. And, just as people began operating and planning according to seconds and minutes, in the age of the internet, we are rewiring our “plastic” brain to function more and more like computers. Processing, decoding and storing floods of information at a rate faster than we ever have before, our brains are becoming highly adapted to taking on scores of tasks at once.

  •  Browsing Makes You Smarter
The study looked at the brain activity of 24 neurologically normal volunteers between the ages of 55 and 76. Half had experience web surfing, the other half did not. Using functional magnetic resonance imaging (fMRI) scans the scientists recorded the brain-circuitry changes (the blood flow through the brain) and compared them as the patients performed web searches and as they read book passages.A remarkable finding was that though all participants showed significant brain activity during book-reading tasks, which correspond to language, reading, memory and visual abilities, the web-savvy group also registered activity in the areas of the brain which control decision-making and complex reasoning. With the wealth of choices available on the net, knowing how to perform the most effective searches and making decisions on what to click on, engages important cognitive circuits in the brain. This finding also demonstrated that our brains are sensitive, or, “plastic”, and can continue to learn as we grow older.

Case 4

What is IT Outsourcing?
A phrase used to describe the practice of seeking resources or subcontracting outside of an organizational structure for all or part of an IT (Information Technology) function. An organization would use IT outsourcing for functions ranging from infrastructure to software development, maintenance and support.IT outsourcing occurs when an organization contracts a service provider to perform an IT function instead of performing the function itself. The service provider could be a third party or another division or subsidiary of a single corporate entity. Increasingly, organizations are looking offshore for the means to minimize IT service costs and related taxes. Many times, the outsourcing decision results in a transfer or sale of the information processing assets and the people who performed the in-house function to the service provider.

BENEFITS OF OUTSOURCING
  • Operational benefits - Despite the pervasive presence of IT in modern business, the operation of increasingly sophisticated data processing environments is often not a core competency for many organizations.
  • Technological benefits - Achieving IT efficiencies may be an organization’s major expectation from outsourcing. By outsourcing, an organization may have access to people, processes and technology that it might not otherwise economically obtain.
  • Financial benefits - An important benefit often sought by management in IT outsourcing decisions is financial in nature. Outsourcing offers the possibility of bringing IT costs under control through the efficiencies that might be delivered by the service provider or the sharing of common costs among the service provider’s customer base.

ADVANTAGES OF OUTSOURCING

  1. Cost savings- Many businesses embrace outsourcing as a way to realize cost savings or better cost control over the outsourced function. Companies usually outsource to a vendor that specializes in a given function and performs that function more efficiently than the company could, simply by virtue of transaction volume.

  2. Staffing levels-Another common reason for outsourcing is to achieve headcount reductions or minimize the fluctuations in staffing that may occur due to changes in demand for a product or service.

  3. Focus- Some companies outsource in order to eliminate distractions and force themselves to concentrate on their core competencies.

  4. Morale- This is an often-overlooked but still notable benefit that can sometimes be gained by initiating an outsourcing relationship

  5. Flexibility- Still others outsource to achieve greater financial flexibility, since the sale of assets that formerly supported an outsourced function can improve a company's cash flow

  6. Knowledge- Some experts tout outsourcing of computer programming and other information technology functions as a way to gain access to new technology and outside expertise.
  7. Accountability- Outsourcing is predicated on the understanding—shared by business and vendor alike—that such arrangements require quality service in exchange for payment.
DISADVANTAGE OF OUTSOURCING

  1. Bad Publicity and ill-will- If your friends and neighbors lost their jobs because they were shipped across the state, across the country or across the world, outsourcing will bring bad publicity. If you outsource part of your operations, morale may suffer in the remaining work force.

  2. Tied to the Financial Well-Being of Another Company- Since you will be turning over part of the operations of your business to another company, you will now be tied to the financial well-being of that company. It wouldn't be the first time that an outsourcing company could go bankrupt and leave you holding-the-bag.

  3. Quality Problems- The outsourcing company will be motivated by profit. Since the contract will fix the price, the only way for them to increase profit will be to decrease expenses. As long as they meet the conditions of the contract, you will pay.

  4.  Loss Of Managerial Control-Whether you sign a contract to have another company perform the function of an entire department or single task, you are turning the management and control of that function over to another company.

  5. Hidden Costs- You will sign a contract with the outsourcing company that will cover the details of the service that they will be providing.

  6. Threat to Security and Confidentiality- The life-blood of any business is the information that keeps it running. If you have payroll, medical records or any other confidential information that will be transmitted to the outsourcing company, there is a risk that the confidentiality may be compromised.

 Implications of IT outsourcing

  • Outsourcing Jobs

The jobs in India created due to outsourcing are mainly back office and research and development jobs such as Call centers, transaction processing, Chip design, Software development services, financial research, medical transcription, IT consulting, product design, tax processing and the like. These outsourcing jobs are mainly seen in the financial, insurance, technical, software and banking sectors.

  • The Impact of Global Service Delivery on IS Organizations

Offshore outsourcing, which is itself a manifestation of the global service delivery model, has emerged both as an opportunity and as a threat to many IS organizations. On the opportunity side, offshore outsourcing is a fiscally sound way to distribute work globally, take advantage of regional labor markets and reduce operating costs. Moreover, the general pursuit of outsourcing, ironically, raises the business credibility of the IS organization.
